Elisabeth Sachs

Managing Partner

Elisabeth has spent her career as a change agent working with government agencies and key stakeholders on strategic policy initiatives and innovative, performance-based program design. 

Most recently, Elisabeth was Executive Director of the Maryland-based nonprofit Job Opportunities Task Force, a workforce intermediary focused on advancing opportunities for low-income workers and job seekers.


Prior to that, she served as a senior advisor to the Secretary at the Maryland Department of Labor, Licensing and Regulation and was the first Program Director of EARN Maryland, a $9 million industry-driven workforce and economic development program. Her work in government includes serving as the Interim Secretary at the Maryland Higher Education Commission and Acting Director of the Governor's Workforce Investment Board.  Elisabeth is an attorney, with over ten years of experience as an Assistant Attorney General in the Maryland Attorney General's Office, advising agencies and programs across state government.

She currently serves on the boards of several nonprofit workforce training providers and advises on advocacy strategy and program design.
